N-400 Question

There is question on N-400 asking

15. Have you ever committed a crime or offense for which you were not arrested?

Does the speeding ticket need to be reported here? No arrest was made and paid a fine of $110. This was in 2003 Feb.

I marked yes and then listed the details as the traffic violation. Just to be safe becuase technically, it is a citation

A traffic ticket is NOT a crime or offense for which you were not arrested. If choose to disclose traffic tickets, do so under "Have you ever been arrested, detained, or cited..." question.
