If you were married before, send :
Proof that all earlier marriages ended. (divorce decree)

Does N-400 based on 5 Year (Employment) application needs to send copy of divorce decree or just mention the dates?

They seek information that they don't already have.

IF all that stuff was already submitted earlier for the immigrant visa petition, immigrant visa application, adjustment application, and/or removal of conditions, THEN it is already in your file (simply reference that fact).

IF new marriages, divorces, annulments, or death of a spouse has occurred THEN such new information and documents need to be submitted.

The instructions are perfectly clear. You must provide copies of divorce decrees (or proof of death of a former spouse if the previous marriage terminated due to the death of a spouse rather than divorce) for the previous marriages, regardless or how you got your GC and regardless of the basis of your N-400 application.

Presumably they want to make sure that you are not and have not been engaged in polygamy.

I wasn't sure if this is for n400(5 YEAR) or Only for N400 (3 YEAR).

It is definitely for everyone, irrespective of whether it is based on 5 yrs or 3 yrs. Copies of these documents are mandatory. If any document is in a language other than English, then you need to submit a certified translation of it also.

He concealed his REAL relationship (in which he had 2 kids while "married" to his USC petitioning "wife"); during the I-751 process and interview he lied by stating that he had zero kids but really had two; those kids "magically appeared" on his N-400.

The Courts (a District Court and a Circuit Court of Appeals) have affirmatively settled the fact that he lied and he is in Removal Proceedings currently.
