Hi,

I filed N-400 application 13months ago, had fingerprints in october 2006, and my case is still pending. I have filed couple of serive request and have not got anything usefull in return. Last service request stated awaiting final response from FBI & they cannot schedule interview until this is resolved.

Is this stuck in name check? Is name check done after N-400 is filed or after interview? Can anyone guide on how to proceed further? Is this norm or abnormal. Besides speeding tickets which are taken care of and one unpaid parking ticket on a rental car which I cannot find a way to pay as NYC wants to know license plate #, and I dont have that as it was 3 or 4yrs ago.

Any advice will be very helpfull. Thanks in advance.

Yeah, you are most likely stuck in name check and this is the norm. Name check is initiated after you file the N-400. In most cases, USCIS will only issue you an interview notice once the background/name check has been completed.

I wonder

Keep records of all your inquiries with the USCIS. It may come in handy later if you decide to file WOM. Have you tried contacting the USCIS ombudsman to inquire about your case?

That's not a valid excuse, as there are still possible ways of paying it ... you don't want to go into a citizenship interview with unpaid traffic tickets of any kind.

If you know the ticket number you can find a way to pay it.

The rental car company keeps records of who rents their cars and which car was rented out. There is a good chance that given your name and DL# and approximate rental date, they can find the license number of the car.

More likely than not, the person has already paid for the parking ticket. Parking tickets in NYC are issued to the license plate number, not the driver. The sole entity responsible for paying the parking ticket is the titled owner of the vehicle, in this case, the rental company. NYC's major source of revenue comes from parking tickets, so as soon as a ticket goes into default, the titled owner of the vehicle is issued a letter. Once the rental company received the letter, they track down the person who rented the car and bill their credit card for the cost of the summons.
