If I'm using priority mail with certified and return receipt to the address below will I be able to get the return receipt signed by someone if the address is a PO Box? Hate to have the application sent back due to no one being able to sign it

Why waste money on the return receipt option? Just send it certified mail and you can check on-line that's it's been delivered.
 
Ii think USPS priority mails should be sent to courier address.

I really got teh impression it does not matter where it send. Whether
to a P.O. Box or street address, USPS may just drop a pickup slip and
it seems USCIS send a runner to eprsonally go tto a physical USPS offcier
and to personally pick up mails from USPS.
 
Since it is going to a po box in the post office, someone at the post office will sign for it. Then a courier from NBC will gather the application in the box and bring to the main office.

I mailed my application on 2/2/09 to the texas lockbox, someone at the post office signed for it on 2/3/09 and it was received at the NBC on 2/4/09 which was also my priority date.

Just send it certified mail, and track it online from the website......
 
What kind of envelope are we suppose to use for mailing the N-400?

I used one of these: 9x12 inch envelope

What kind of envelope are we suppose to use for mailing the N-400?

Regular envelope is fine. Some feel better using large envelope, but there's no advantage from a processing standpoint. It's more important that you fill out application correctly and include all documents than to dwell upon size of envelope used.
