n-400: arrest, courier of POBox, method of payment

Guys, I was arrested back in 2000. I was booked and released immediately with a court date.
- Driving after license suspended
- No proof of insurance
Both charges were dismissed immediately after my paying a court-fee of 250.

In section D, it asks various questions like:
"Have u ever been arrested...", I checked: Yes
"Have you ever been charged with comitting a crime or offense", I checked "No"

- Is that right (the No for 2nd question)?
- I do have dismissal of charge copies, do I attach them with the application ?

About sending the application packet:
- I live in NC, so it seems I could either send it to:

USCIS
P.O. Box 299026
Lewisville, TX 75029
For express/courier deliveries, use:
USCIS
Attn: N-400
2501 S State Hwy 121, Bldg. #4
Lewisville, TX 75067

- Is there benefit to using the express courier address ?

The directions mention sending 330 + 70 application fee
- would a personal check for $400 be okay

- Is that all, I need to submit?

You were arrested and charged, so it would be YES. You may not have been convicted, but you were definitely charged.
- I do have dismissal of charge copies, do I attach them with the application ?
Attach copies to application, bring originals to interview.

Not really when you consider the added cost of express courier. Having your application arrive a few days earlier is not going to make much of a difference in overall processing.

You have the old instructions and fees. Make sure to use the most recent one. The current fee $595 +$80 for biometrics.

Wow, thanks for catching this ... glad I posted it here. I used a google search and blindly used the forms, you'r right they'r quite old. The fee is pretty high though, my 2 unemployment checks ... grrr...
