N-400 Application Returned. Not sure why.

My sister submitted her N-400 10 days ago but it was returned with a standard "Notice of Action" letter stating that she

1) did not include the filing fee or the amount was incorrect, and/or
2) did not include photos and/or copy of green card.

The thing is she did include all the necessary documents including the correct fee. We cannot figure out why the application has been returned and the NoA letter is just too vague. I suppose she has three options:

1) Resubmit under the assumption that the person who reviewed it did not carefully look at the docs
2) Call USCIS and ask what specifically is missing (would they know?)
3) Visit local USCIS office and show all the docs that were submitted.


She would prefer to just resubmit to not lose more time.


Here is the list of docs initially submitted:
1) application
2) A personal check in the amount of $675
3) 2 passport sized photos
4) 1 copy of GC
5) copy of marriage certificate and copy of husband's US passport (the application is based on the 3 year residency rule)
6) tax transcripts for the last three years


Any thoughts as to why her application was returned and how she should proceed? Any one else with a similar experience?
 
Just recheck the check - date, amount in figures and word, drawn on Department of Homeland Security etc. Re-check all enclosures . Check the eligibility . If OK submit again. Must be one of the rare mistakes of USCIS.

The check was made payable to "Department of Homeland Security" instead of "U.S. Department of Homeland Security." Would this result in a rejection?
 
It shouldn't make any difference! I sent it with "US Dept of Homeland Security" and it was accepted. Now, I am a USC!

Also make sure that the check contains the fees for biometrics. What was the amount she wrote on the check?
 
I had an EAD application returned once because the fee was MORE than the exact amount.... make sure to check that too
