Hello,

Say a refugee/asylee has been unemployed in the US, has been receiving SSI, and has not filed any taxes. Do they need to pay the application fee for the N-400? If so, do they need to give a detailed list of their income and expenses?

If their only income has been SSI, and they have to disclose income/expenses when asking for a fee waiver, will USCIS ask how they are able to afford housing/food/etc.?

In a different scenario... What if someone receives SSI and hasnt worked and pays the N-400 application fee. Does USCIS wonder how that person is able to pay the fee if their only income is SSI?

For your first question, you can apply for a waiver of the fee based on your inability to pay. If you were a refugee or asylee and have been receiving SSI, the USCIS usually approves the fee waiver request
