My uncle has petitioned my father:How long does it take?

My uncle is a US citizen.
He petitioned(I-130, 4th preference) my father in year 2000.
My father is a Korean citizen.

The current Processing Case receipt is April 30, 2001 for U.S. citizen filing for a brother or sister. How long would I have to wait from now?

You're looking at the processing dates, which is for cases in process. Your father's case is not in process yet. First, his priority date, which is in 2000, should become current. What does that mean?
You need to follow the chart for family based visa bulletin at this site: http://www.travel.state.gov/visa/frvi/bulletin/bulletin_3111.html.
These are the current dates for 4th category:
All Chargeability Areas Except Those Listed - 15FEB96
CHINA-mainland born - 22JUL95
INDIA - 08OCT95
MEXICO - 15MAR94
PHILIPPINES - 01AUG84
As you see, it's currently 15FEB96, so your father should wait 4 more years to be able to apply for permanent residency.

My uncle filed the I-130 for my father in the summer of 2000.
According to this website,

, the current I-130 processing for sibblings is April 30, 2001.
Is this a different indicator?

Yes. The Processing Dates on the USCIS web site merely indicate what petitions they are processing for approval. Once the petition is approved, the visa bulletin on the State Department web site indicates what petitions are eligible to be processed at the consulate for an immigrant visa.
