My visa was issue nearly 2 months after interview then came baby. I emailed embassy that the baby came and the informed me that my baby can't go with me and that I must file foe baby after I enter the us as a lpr. My visa category is ir2

Since your baby was born after the issuance of the visa, if you haven't entered the US yet, you can bring your baby with you when you enter the US and the baby won't need a visa. The consulate may be confused because they think you want a visa for the baby, but that's not what you are looking for. You may want to get a transportation letter from the consulate to satisfy airlines that the baby can enter the US.

Ask them for the letter I even told them about sec 211 of the act. They're stll saying no.

Then see if the airline will take him without a letter. The letter is not needed for entry; only for satisfying the airline. If you can satisfy the airline otherwise by showing them the official policy, they may take him. Otherwise, if you are in Canada/Bahamas/Aruba/Bermuda/Ireland/UAE you can go through US preclearance and not worry about the airline.
