My mom's B2-visa rejected - Please help!!!

My mother is retired, devorced. She has 3-room apartment and lives with her mother (my grandmather). I want her to visit me in the US. I have student visa F-1.
Her visa was rejected today. The reason (as the consulate said) was her finances. He said that she doesn't have money to go to the US.
She was sponsoring herself, as she had some money at the bank - about 20 000 $. And plus she gets pention (not a big one though). Why she was rejected? It's not enough money or a small pention?
What is find sponsor for her who has more money and she will be applyed again? Can she re-apply in a week?

Though the reason on the surface seems to be finance, but she lacks strong ties in her home country. Counsel thinks she may stay in US with her son.

Thank you for the quick answer. My mom has her mom (my grandmother), who is really sick and my mom can't just leave her in Russia byherself. It was the reason for what she would come back.

If the consulate refused her because he wasn't sure if she comes back, why he told her another reason? Do you think it's useless to reapply again?
 
Well, the consulate said to her that because she is retired, she can’t be sponsor by herself. I’m thinking that my sister (her older daughter) can be her sponsor, because she works and gets salary (not a bad one).
What if we put my sister as a sponsor on the application? Do you think it will help her to get visa –B2? We will attach all the necessary information…

Your elder sister may overcome the financial support question. However, your mother may still be denied merely on the suspicion of being a potential overstayer. She may re-apply if she wants to. I wish her good luck.
 
One unwritten rule I heard when I had my F1 visa: When your parents want to visit, NEVER tell the US Embassy they have any relative in the US. She should've told the Embassy that she just wants to visit the US for vacation. It could be the finances also, but I have met people who got their visitor visa claiming they have less than $10,000, which made sense. A 2 weeks vacation in the US by herself generally doesn't cost more than that.
