multiple H1 applications

Hi,
Can a person apply for multiple new H1's at the same time. Will it increase the chance of getting picked up in the lottery?

Does USCIS do any preprocessing before picking the lottery.
If i send two applications, will it enter it as one RECORD based on name and date of birth? (hw r they sure its not same person, do they hv time to do all these checks before lottery).
If it create SINGLE record, then the chance of picking in lottery is just one application.
But in that case, which H1 application will they work on and approve?
If it creates TWO records, then the chance of picking in lottery will increase.

Please let know if sending 2 applications just for picking up in the lottery works technically?
Will the uscis scrutinize more if i apply twice.

04/19/2007: Multiple H-1B Cap Filing and Likely Consequences

We reported earlier that the USCIS had not received massive multiple filings by the same employers for the same employees and for the same jobs. However, unconfirmed sources indicate that USCIS keeps searching such cases and intends to receipt all the multiple cases and deny all these cases as speculative employment. Accordingly, if people filed such multiple cases and have received Receipt Notices, it is too early to jump up and down as winners. It may turn out that they are the real losers who will lose tons of filing fees and experience denial of every single case! Ouch.............................................One cannot be too smart!
