Multiple H-1Bs for a cap exempt employer.. Is it allowed?

I know multiple H-1Bs are not encouraged or probably not allowed anymore with the same employer. The idea behind is to avoid reaching the H-1B 65,000 cap with multiple H-1bs for the same individual. But what if the employer is cap exempt? In that case it really doesn;t matter if a single person files for 2 H-1b's with the same employer who is cap exempt.

Could anyone please advice if multiple H-1B's are allowed for a cap exempt employer?

What was the circumstance because of which 2 H-1Bs were filed by the same employer for the same employee?

the employee is currently working full time 4 days a week (40 hours) on a 10 hour/day basis. This leaves the employee with another day of the week where he can work part time (10 hour) for the same employer on a different job.
 
probably, you need to file concurrent H1. Read I-129 and you can find the check box for concurrent work.
