Moving my wife and her mother to US.

Hello,

I am a US citizen, and want to move my wife of 15 years with me to the US.
We are selling our house in vancouver and will be bringing roughly $900k with us, which we'll use to buy a house down here.
Now, should my wife come down and apply in the US?

Also, we want to bring her elderly mother (91) down as well. She will be living with us, and we will be hiring a live-in caregiver to help her. She doesn't requir 24 hour medical attention. But just assistance.

What is the best course of action?

Your mother-in-law has no basis to reside in the US until your wife becomes a citizen and sponsors her.
 
and your wife can't just "come here and apply in the US". You need to apply while she is in Canada, and she will need to go through consular processing and get an immigrant visa.
