Missing I-539

My parents had extended their stay in 2001 (after 9/11) after getting an approval for extension of stay. They visited again in 2004 but left within 5 months. During this 10-year period we lost all documentation on their extension of stay from 2001. Their B1/B2 visa expired last year.They went for an interview at Hyd consulate recently but were sent back to get the missing extension of stay approval document.

I called USCIS office and they told me to apply for a duplicate but I realized I do not have any info (form #, receipt #, Date of filing etc) about the original petition for their extension. Any recommendations on how to obtain the duplicate? Does a notarized letter to consulate stating our situation help?
 
That all depends on whether the consul is willing to take your word for it. If you honestly cannot find any documentation for it, your only choice is to tell them the truth and hope that they take your word for it.
