Minimum wage for H1 processing

Hello,
I have heard that an employer who offers a wage of $60,000 dollars annual is only eligible to sponsor a H1 work visa for an employee for IT services. Can a H1 visa be processed by an employer offering less than 60 K?

search the web for the "prevailing wages" for the metro area you are looking to get a job. There are no across the table limit set by DOL or BCIS
