Hi, My mother is a GC holder. She is 75 years old and will be completing 5 years of her GC next year.
She doesn't know any English and it will be very difficult for her to pass the citizenship test, even if it is
done in her native language. She has been a housewife all her life. As I sponsored her, she doesn't have
any medical insurance thru the state. I have purchased a medical insurance for her which doesn't cover
much because of her age. My question is , does she need to be a citizen before she qualifies for Medicaid
or Medicare (not sure which one) or once she completes 5 years she automatically qualifies for this benefit?
Any response will be greatly appreciated. thanks,

If she is above 65 years old and does not have an income, most of the States cover her medical in plans like MediCal in CA, MediPlan in IL. Check Department of Health Services web site of your State. State schemes giving medical cover is normally renewed annually after ascertaining the individual is still eligible. The States cover her for 5 years and ask the individual to take Medicare after 5 years in the state scheme. If Medicare denies State will continue the cover.

I was told by the county that since I sponsored her , it is my responsibilty to take care of her medical needs.
While processing for her GC I gave affadavit of support for her. I am willing to take care of her basic needs
but medical gets quite expensive.

Which State you live?? I am definite your State will cover basic medical as she is 75 yr old . Do some research on internet , you will get results or give some more detail others can advise you better. Your affidavit of support has no relevance now.

I live in Minnesota. Thanks for getting back to me. I was told that she doesn't qualify for MN Care or
Medical Assistance because I gave affadavit of support during her GC processing. In fact her Medical
Assistance application was rejected by the county.

Are you a billionaire? If you are, then you are responsible for your mother's expenses based on the affidivit
you signed. If you are average Joe, then your mother qualifies a lot benefits.....Normally, if you go to the
department of social and health service in any state, and you try to get some benefits for your mother, they
will give a hard time getting...
I don't know if you tried, but I think a good place to start is the Social Security Office, and apply for her SSI.
Once she gets approved for SSI, then she becomes authomitically elligible MediCare....I never seen someone
over 65 who got denied SSI because of sponsership.....Trey Federal benefits, not state benefits....

Normally, people on Greencard once they approved for SSI, and they get it for 5 years, they need to become
citizen so that they can continue getting the benefits...
