Medical Waiver Question - N648

My mom is 65+ and has an eye (retina) issue due to oldage which prevents her from reading. The docs in native country did tests and diagnozed the issue. So far I haven't consulted any doctor in US as there seems to be no therapy for this. Is she eligible for this waiver? Do I have to go to regular doc for certification or should I go to opthamologists.

The instructions for the form says the doctor needs to be licensed in the United States and the doctor needs have done an in-person examination.

Would special accommodation, such as large-print, be more helpful?
 
Does anyone know a doctor who does certifications of N648 in the Atlanta area. The doc that I approached does not have experience or comfortable doing one.

As was said, ANY licensed Dr. can do it BUT an eye Dr. would be best. Try the yellow pages or ask for a referral from her General Practitioner.

However, it is very doubtful that this would qualify for the N-648. Does she speak English? Is she illiterate in her native language? These are factors that USCIS will look at.

She is not illiterate in her native language. Before this issue, she can read Basic English and she can still write simple sentences. She cannot speak much English and cannot understand the american accent.
