Married to U.S citizen spouse wants to visit U.S

i want to know if you can come to U.S on a visit visa, if you are married to U.S citizen, rather than he apply for sponsorship for his spouse can his spouse(wife) apply under visit visa to come to canada?

What do you mean? Visiting the US or visiting Canada? Is the non-US person Canadian? Canadians don't need a visa to visit the US and Americans don't need a visa to visit Canada.
