Marriaged Based Relative Petion Taking Too Long. Is It Normal !!!

I know this US citizen girl got married & applied for her husband's status adjustment 18 months back but all that her husband received finger print & a work permit & that's all no interview nor any RFE or nothing what so ever. My question isn't this seems abnormal ? Cause while I applied for my wife the whole process it took was 4 months from the day I applied & my wife's GC approval.
Any comments will be highly appreciated.

Is the I-130 approved? Have they changed their address since filing for AOS?
