I am transitioning to a new company and the outside immigration attourney used by their HR is telling them as a managment consultant you must have a degree. My understanding of the requirements for a Management Consultant under is as follows;

"Baccalaureate or Licenciatura Degree; or equivalent professional experience as established by statement or professional credential attesting to five years experience as a management consultant, or five years experience in a field of specialty related to the consulting agreement" ..... Is this still accurate or has it changed?
 
The lawyer apparently cannot read.

MC is one category where approval is possible with absoklutely no educational requirements. That is why the category is so scrutinized.

You might want to hint to the HR that this lawyer is not up to the task.

And just to be clear, what you quoted is not your "understanding". It's the actual regulation, so neither your (nor the lawyer's) understanding of it isn't really an issue, other than of basic English.
