Malaysia - expired passport

I don't know how to say this, but my passport expired in June this year.

In a normal situation I would go and renew it (this would be my first time renewing it) but now I'm living in a lockdown state (as of now), as in stay home, don't go anywhere, many are work from home, and some require papers to go to office - no travel between parts of town, etc. But we are not in normal situation, and the way I see it - I won't be able to renew it in time for this green card lottery. And since I'm not in urgent type situation - (as in not travelling anywhere or has to go anywhere urgently) how do I handle this passport situation since they will obviously handle urgent issues first - specially in current situation.

From migration website itself they already mentioned 3000 applicants are being put on hold until end of lock down (which already extended from previous date and I don't know if it will be extended again - which is possible looking at current infection rate).

Anyone has any info on this (any Malaysian also in CMCO state?) or should I apply with expired passport?

You cannot apply with an expired passport, the instructions are quite clear on this:

"The passport number, country of issuance, and expiration date for your valid, unexpired international travel passport" is required.

The passport number, country of issuance, and expiration date for your valid, unexpired international travel passport. This requirement does not apply to dependents. You must enter valid international travel passport information unless you meet the requirements for an exemption. An exemption may apply if you are stateless. Failure to enter valid passport information will make you ineligible for a DV .

There are 3 exemptions from the passport requirement: 1) if you are stateless, 2) if you are a national of a Communist-controlled country from whom you are unable to obtain a passport, or 3) if you get an individual waiver from the Secretary of Homeland Security and Secretary of State. The first two don't apply to you, so that leaves the individual waiver possibility. I am not sure how exactly you would seek a waiver, and whether it can be done as part of the DV registration.
 
OP is NOT eligible to claim the waiver option. 9 FAM makes it clear:

Exemptions from the Passport Requirement:
The Department of State’s regulations provide for three limited exemptions from the passport requirement: individuals who are stateless; nationals of a Communist-controlled country who are unable to obtain a passport from the government of the Communist-controlled country; and beneficiaries of individual waivers approved by the Secretary of Homeland Security and the Secretary of State, pursuant to 22 CFR 42.2(g)(2). All three exemptions apply only to individuals who are unable to obtain a passport. A delay in obtaining a passport, whether or not the delay was within the applicant's control, is not a basis to qualify for an exemption. If an applicant indicates that he or she does not have a passport due to a delay in issuance, the applicant does not qualify for the exemption.
