Mail in OCI application to Travisa NY from outside US?

Does anyone know if I can mail in my OCI application from a different country to Travisa New York?

Here's my situation:
Naturalized in May. Already got SC + Entry Visa in May. But am currently outside the US and will be here till later this year. However, I'm not sure I can apply for an OCI from the consulate here, since I don't really have a status here any more. I was a student, with a student visa, but when I surrendered my Indian pp, that student visa was nulled. So I'm just 'visiting' on my US passport, which allows me to be here for 6 months at a time.

I really want to apply for the OCI asap, and given that everything can be sent by mail and that I don't have to send in my US passport, it seems feasible. However, what really happens once the OCI is approved?

1) Do I have to take in my US passport to the Travisa office in order to have the sticker put on it? Is this on a walk-in basis or will I be given a specific date/appt?
2) Do I HAVE to send a prepaid envelope instead of opting to pick up in person?

I've dealt with Travisa NY before and it's been a good and bad experience, so not sure what to expect for the OCI, especially now, when the rules have changed slightly since June 15. Anyone know?

-----Once OCI is printed from Delhi and reach Indian Consulate then you need to send your US passport to Travisa
Is this on a walk-in basis or will I be given a specific date/appt?

Thanks. Yes, my permanent address is in the NY, although there's someone staying there right now (sublet it out). But the proof of address I had given when I got the Entry Visa + SC earlier in May was acceptable, so I'm guessing that same proof will work now. Only thing is, I don't want them to mail me anything there, since there are other tenants there. I would prefer to make a trip there when everything is ready and pick it all up in person.
