The so called third world countries citizens will always face strict standards for B1/B2 no matter where they apply from.
 
I thought it would make a difference that they are in the West & have left the 3rd world country but I read on this site about a Canadian permanent resident who was declined a B1/B2 VISA.
The embassies of the former Soviet Union are very tough for single women a very high denial rate. I thought Spain may be a little easier

They put the US Visa requirement in the first place because a huge number of Canadian PR's will head towards US as soon as they will come to Canada, it used to be that Canadian PR's were not required to have a Visa to visit US.
US green card holders are still not required to get a visa to visit Canada because of obvious reasons.
 
Just for the record, this facility was never open to all Canadian PRs. Only those that were citizens of a commonwealth country.

I don't think Pakistan is a common wealth, my cousin used to visit US from Canada all the time in the 90's.
You are from Pakistan also probably will know about it, regardless that's not the case anymore.
 
Pakistan was a member of the commonwealth from 1947 to 1972.
Pakistan opted out in 1972 (in protest) and later rejoined in 1989.
Pakistan was suspended from 1999 to 2004.
Pakistan rejoined the club from 2004 to 2007.
Pakistan was again suspended for 6 months back in 2007.
Pakistan is back as a member since late 2007.
