LPR filing I-130 for wife and kid in india

Hello,
I am a Permanent Resident (since 2007). I got married in 2008 in India and I have been doing back and forth quite a bit since then. We have a daughter born Feb2010. I have learnt that processing times for I-130 for wife and children is now 5-6 months. Is that correct ?
Do I file the I-130 here in the US ?
Also - I work as a freelance consultant and move from project to project - 9 months at a certain location then another. What do I put in the Address field ? As such all my bank statements, taxes, etc. go to my brother's place in Michigan. This is my official registered address (driver's license, etc.). However, I am maybe physically there say a total of 1 month in a calendar year.
Please advise.
 
Why did you wait so long to petition for your wife? Hurry up and file the I-130. Your child will ride on the I-130 while you are still an LPR. If you should happen to naturalize before they immigrate, you would have a delay if you have to file a new I-130 for the child.

If your brother's place is your home base, use that address.
 
1. Yes it has been reduced a lot and almost the same for a US Citizen, according to December visa bulletin the wait time is reduced to just 4 months for spouse of a US LPR.
