If you are selected, you will be able to mention on one of your forms where you'd like to be scheduled for an interview.

Best of luck

You can apply to have your interview scheduled in London provided you have all the proper paperwork filled up and documentation ready.

1) 9 months experience is not enough according to my knowledge. You had better check the USICS website and look at the guidelines and requirements.

2) Chances of acceptance - well I can't say because it depends from case to case.

3) Experience is mandatory.

I concur with others - don't worry, you will get the chance to change your interview location to the country where you currently live. I was in the same situation - applying while still living in Australia but then moving to Canada and then being selected. Of course I wanted to do my interview in Canada, not Australia, so I just changed my home address and where I wanted my interview in the forms you need to send them after you're selected and you want to proceed with processing. I forgot which one - the DSP-122 or DS 230, can't recall, but one of those. Plus when I sent everything in to them, I added a cover letter where I clearly outlined my new address and that I wanted my interview changed to the new country.
