Logic of U.S. Consulate concerning documents for DV lottery

My mom received first letter in June 2010 (which was sent in April 2010),
first package of documents was received by KCC in September 24th
Because of delays at local mail offices we skipped first interview date at May 4th 2011,
Now interview was rescheduled to July 8th 2011 (we going to attend consular office in Moscow)

As main participant is mom, it means that my 18 years old sister and 5 years old sister can follow her, and somebody on the forum past year said that I can follow them too (I am 21), but I am not sure if this is true, and I miss some for the interview day (they will be delayed for two weeks). Documents which will be ready only at the interview date is: foreign passport, police certificate.

Please read through these instructions before the interview and follow them carefully because they are the most complete available. All documents should be brought with you ON THE DAY OF THE INTERVIEW.

Yes I am lacked with documents, and my family also lacks with documents for proof of having money as well (currently we have $5,000 and only within 2 months we will get additional $10,000 from the sale of apartment, which we going to use for moving to U.S. if we will get visas, but which currently even legally not inherited - we already found a buyer which 100% will buy these realty, she will pay us money before the date of inheritance which expected to November 2011)

The option which was recommended by one forum member is using following-to-join procedure, but that forum guy recommended this without knowing our situation, and I still don't know how does it works, and can this be applied for me (because maybe reassigning date of the interview to later date personally for me can impose restrictions on me because of my age)

Children immigrating with you must also be present at the interview.
If I use following-to-join procedure, should I pay for considering me for visa at the interview at the time my mom and sisters will pay, or this mean that I can pay for myself later?
Is it important to bring my foreign passport and police certificates for me if I am gonna use following-to-join procedure?

Can you please help with your advice on what we can do to improve our chances?

Before you bother to spend money for yourself for medicals and interview fees, go through the following and do the calculation to see whether you in fact qualify or not. If you have past your 21st B day, you MAY not be qualified.

PS:

If you were below 21 (and un-married) at the time of your Mom's eDV then she MUST have to include your name in her eDV, if she did not do that then her eDV is invalid.
If you were above 21 all along then you WILL NOT get any form of benefit from her winning DV.
If you were below 21 at time of eDV, and name was included by Mom, and now 21+ (and still un-married), then do the above calculation.

In the 2nd NL sent by the KCC, is your name mentioned there as 'eligible derivatives'?

If you do not join your mother in her interview or you were too old at the time of eDV once your mother has her Green card she can submit an I 130 for you ( parent petitioning unmarried child over 21 ) the current wait for a visa in this class is about 9 years and you must remain single until your mother becomes a USC.
 
Ridiculous how this law can break up families....just as with E2 visa's when a 21 year old has to leave the Country while the parents are providing jobs to citizens...

Some things doesn't make sense in the immigration law, I wish the government would fix these things first!
 
The problem is the US is already hurting and still more poeple want to come to live than the country can hold. In it's own interest it gives priority to those that give something to the country in the way of talent and to those married to USC's. But they have rules to control the speed at which new arrivals come.

unfortunately we didn't get second letter still - the problem is that perhaps it won't arrive at all because of problems with mail address. We received email about skiped date of the interview at May 4th, where we were asked to contact urgently to rearrange interview date. I already replied to them and our new date is July 8th, but can I reply to them again and ask am I included in eligible derivatives?

Our first package of documents was received by KCC at Septmeber 24, 2010 - and my birthdate is October 3, 2010.
I was only 20 even at the date of sending first documents.

I suppose I have to do my calculation
 
There are a lot of difference with different countries. With that law, people will learn to work on their own and be independent. Liberty is what they really promote.
