I have sent an e-mail to the State Department, and have been awaiting reply from them for the past week. If they decide to reply back I will post details!!
 
Its all confusing at this stage. I think they should made this clear to their border post one way or the other. Otherwise people will fall victim to this funny situation...

When i asked from my international layer attorney, they said Automatic revalidation will still be okay after March 17th and April 1, 2003.
 
I just got off the phone after 2.0hour hold with the State Department (202-663-1225). The new law which requires BCC citizes to have a visa takes presedence over the March 14, 2002 telegram. If someone has patience to call the above number and be on hold for sometime, and get a second opinion that woudl be great!!
 
I am posting the message first time on this group, but I regularly do follow this message board.
I just got the information from our company immigration attorney, that acc. to new rules, all non- immigrants entering in canada need a visa stamp in the passport, to re-enter back to USA, irrespective of how many days he stays in canada. The automatic visa revalidation will no longer be applicable anymore.

What about green card holder? Do they require canadian visa to enter canada or can they still enter without any problems.
 
If one holds I-551 card (NON-RESIDENT ALIEN CARD/Green Card) then no visa is required to enter Canada. It might not be too long before Canada implements a policy identical to US.
 
for my understanding:
New rule focus at the visa waiver program.
If you are canada Pr from BBC (who belongs to visa
waiver program before March 17th) and you don't have a valid I-94, you need a visa to enter U.S.A after march 17th.
Automatic Vsia revalidation still works.
According to automatic visa revalidation,all people except those 7 countries can re-enter to U.S.A ,if they have valid I-94 and stay at canada or mexico less than 30 days,also didn't apply a new visa at this two countries.
come on, take it easy,don't always focus to the Pr new rule from BBC.It is ok to use the aotomatic visa revalidation rule to come back.
 
I am dropping out of this topic. I will go to the Consulate to get a VISA stamp. As I mentioned earlier, the BCIS folks at Lewiston Bridge (Buffalo) and the State Department Visa section have said that the new law will take presedence ove the March 14, 2002 telegram.

Unless some one tries to enter using the automatic revalidation and posts his/her experience, this topic will be a never ending discussion. I have basically echausted all of my thoughs and resources from where I could get the information.
