letter from INS regarding cancelling H1

I have an H1 from a company in US. but i didn't join that company so far for personal reasons. I am outside of US. Today i received a call from my employer saying they receive a letter from INS saying that they should cancel all the H1 for people who are not working for the company so INS can release H1 quota. I was wondering if any body else has any information regarding this?

Either H-1B program is under the microscope due to 'oversubscribing' or the employer is finding hard to allot project.

A few years ago, CIS told that all the employer MUST cancel H1 once H1 beneficiary has left the company.

But I don't think "releasing H1 quota" part is true. There is no point to releases H1 quota as no application will be accepted anymore.
