L2 visa help!!

Is it true that during the L2 visa process, my fiance cannot be in the USA and she has to wait out of the country? Could she enter with a tourist visa? Or a student visa?

I think it is recommended not to visit as the history of visit to the US that s/he submitted in petition will get changed.
But I don't think it's illegal to visit the US during that period.
