L1b-H4 conversion

I am on H1 B visa while my wife is working here on L1 B visa. She has come here on H4 visa earlier as my dependent. Now is it possible for her to convert her L1 visa into H4 visa without going back or she has to go back and get a new H4 visa stamped?

Yes, she can change to H4 from L1, you need to apply INS for H4
and it will be issued on your H1 status, the only thing she won't stamped here, you can do it whenever you go the your country.

As second option she no need to apply for H4 here with INS , just go back and get stamp of H4.

If the H4 visa stamp is still valid, all she has to do is drive to a border POE and get a new I94 based on h4. She can also apply for l1 to h4 using I539 if she wants to avoid travel.
