L1 to H1 visa convertion.

Hi,
I am a new member to this Forum and searched for answers through some old threads for my questions. But somehow I still need clarification in detail for what I am looking for -

1] I am working in US for company A on L1 visa since Sept2004. Is it possible for me to switch to some other company B on the same visa?
2] If I have to change my visa from L1 to H1 for switching, do I need a new stamping done, for which I have to go back to India? Or it can be done here itself?
3] Does my case fall into applying for new H1 visa(in which case there is a cap coming soon) or it is treated seperately (no such cap).
4] In case of cap, what should be latest by which I should apply for H1 in case it should not go beyond the cap?

I think I have asked a lot of questions, but your answers will help me a lot.

1) No. your L1 is specific to company A.
2) Not necessary. If you file I539 with H1 petition, you can change your status in the US, and you do not need to get H1 stamp UNLESS you travel.
3) Brand new H1 peition under quota.
4) You can file H1 petition after April 1, 2006. But you can start working for H1 company only after Oct 1 2006.
