L1 to H1 Transfer - Change Employers before H1 becomes active

Hi,

I have a specific query and need advice.
I am currently on a L1A visa with company A and have got my H1B processed/approved from an another company B.

My H1B approval papers are with the company B who processed it and they will be applying for my wife's H4.
Do I have the option of changing over to another company C (other than the company which processed my H1B).

Since I am on a L1A, will my L1A paystubs suffice for applying for the H1B transfer to company C.
Even before my H1B becomes active with company B (with the company which processed my H1B), can I join an another company
and apply for H1B transfer. Can the company B which processed my H1B withhold my papers and create problems for me?

Please advice. Would really appreciate your help.
