L1 to H1 Conversion

Have a extended H1-B petition of Employer A. Came to US this time on L1-A for employer A. Have been in US before on H1 of employer A.

Questions:

1 Is H1-B Petition of employer A still valid ?
2. If yes, can I change job in US ? Will my new employer B initaite change of H1-B ? How much time does it take ?

Came on H1 in Mar'2005 and extended petition valid till Jan'2009. Went back in Feb'2007. Came on L1 in Mar'2007.

How do I verify if employer A hasn't informed INS to cancel my H1 ? Is there a web-site or something to cross-check status ?

Only way is asking A whether they cancelled or not.

1. Can I apply for L1 to H1 transfer now ? Will the H1-B cap apply in my case ?

2. Can I continue working for new employer while in US or need to get re-stamping of H1-B done ?
