L1 -> TN switch via USCIS I-129

Yikes. So, get TN, and be prepared, if your L1 is rejected, to go back to border and re-enter on TN. Or pull the plug on L1 as soon as you get TN/ Forget the consular route. Even if you did need a consular visa, you would need to have an approved L1 petition, and then go to consulate (like for any other foreign nationals).
 
The consular L-1A route is an option because I have a blanket petition, it's more a matter of actually getting an appointment... (none available until 2022)

Do you see risk in getting denied TN (re)entry following a L-1A rejection via USCIS though?
 
I believe It's not the type of petition, it's your citizenship that will not get you an interview (but that is a matter for the L forum).

I don't see any provision for L.


Getting a denial unless it is for inadmissibility reasons, has no impact whatsoever on any other petition you might present to DHS.
 
Thanks Nelsona - so just to recap, you believe that there's no reason to deny me (re)entry on a TN following a L-1A rejection via USCIS?
