L1 Status for Canadian Citizen

There are additional requirements for one to be eligible for L1. You need to be an employee of the company sponsoring your L1 for at least one year in the last 3-yrs. If that applies to you, then yes you can head to a POE to request L1 similar to TN
 
I think it has to be a blanket petition, else you will have to get the petition fulfilled before going to the border. Someone more experienced can explain better hopefully.
 
L can be gotten at border.
