June 2012 Visa Bulletin "CURRENT" ?

I just checked the June 2012 Visa Bulletin and it shows "CURRENT" for all countries other than Uzbekistan... Does this mean that anyone that won DV2012 can now apply and not have to wait for their number to become current? Thanks.

yes you can apply now ,all countries are current except those listed
