J-1 Visa for My Biological Daughter

I am a US citizen and have an 18 year old daughter who was adopted at age 4 and now lives in Uzbekistan. I want to bring her to America to go to college. Is she going to have trouble getting a J-1 visa at the US embassy in Tashkent if I am her financial sponsor given the fact that I am her biological father, i.e., will the government think she is an immigration risk because her father lives in the U.S.?

I appreciate if anybody could share their experience.

I see. That wasn't clear from your original post. Well if parental rights are terminated then of course they should be no problems with J-1. In addition, I would recommend you see a lawyer regarding the situation. Adoption or not she might qualify as a foreign born US citizen, or you might be able to get the adoption thrown out in a US court and at least petition for a GC. Again, go see a lawyer.
