Is University Diploma Evidence of High School Education?

Is it necessary to submit high school certificates? I may not be able to obtain an original high school transcript but I do have my university diploma.

My DV interview is coming up in early January.

the high school certificate is the most important evidence of your education you will take to the embassy every other certificate is a supporting evidence.It is the high school cert or work experience that qualifies one to receive a visa.So it is necessary you get it.In Africa,the consulars have a way of verifying the result online if the original certificate is not available.So if that is the tradition in EU,you need not worry as it could be be verified by the consular online but aleast you need to go with the statement of the high school result if you cant provide the original cert.
 
The high school diploma is the minimum education level that you may qualify for DV programme. If you have a university diploma or {bachelor, Master or Phd} certificate then you are on the safe side.

Depends on what kind of University you attended since University isn't making you eligible and if you attended a Community College and took some courses which didn't need to have a HS diploma, you still won't be eligible.

It is clearly stated that a HS diploma is making you eligible...if you can proof your University wouldn't have excepted you without a HS diploma, you might be lucky....but shouldn't there be records to be found of your HS diploma...
 
From the DV-2011 Instructions:

Q: WHAT ARE THE REQUIREMENTS FOR EDUCATION OR WORK EXPERIENCE?

A: The law and regulations require that every entrant must have at least a high school education or its equivalent or have, within the past five years, two years of work experience in an occupation requiring at least two years’ training or experience. A ―high school education or equivalent‖ is defined as successful completion of a twelve-year course of elementary and secondary education in the United States or successful completion in another country of a formal course of elementary and secondary education comparable to a high school education in the United States. Only formal courses of study meet this requirement; correspondence programs or equivalency certificates (such as the G.E.D.) are not acceptable. Documentary proof of education or work experience must be presented to the consular officer at the time of the visa interview.


High school education is the minimum education required. Actually, when you fill in the DV form, they ask you what is your highest education (not the minimum). My understanding is that you don't need the HS diploma but anything could happen when you go to the interview.
