Is photo required for reentry permit?

It is unclear to me if photo is required for reentry permit on I-131 form. it seems to me photo is required if you apply for AP, but not for reenty permit.

can someone confirm?

Even though the instructions are silent on this, the reentry permit is produced with the photograph. Make your call.

I had two APs issued to me during my AOS and I had to furnish 2 photos on both occasions.
