Is it still possible? (obtaining a H1...)

Hi all!
I noticed that lots of H1 are still available..
please help me, do you think that if i send my resume to HR of companies near to my professional experience( i'm TLC engineer) could i obtain an interview or they immediatly will drop my application? in positive case, am i in time to obtain h1 for the next year or not?

The quota is available and if any company want to sponsor the H1 then you can get H1. The questions is, are there companies that cannot find American workers with your skills and want to sponsor you for H1? No one knows, no harm in trying though.
