Is H4 Valid After applying for SSN

I want to know if my wife's H4 is valid is her first EAD gets approved and she applies for SSN using her new EAD and choose NOT TO WORK ON EAD.

Of course. There is no prohibition on applying for an SSN while on H-4 status. She only loses H-4 status if she works.
