is H1 transfer possible in this case

I have a valid h1 for company A. I was in US for a project from sep06 to march 07. After the project ended, I returned to India, where i have been attending office. Meanwhile company B in US is ready to get my h1 transferred and get me for a project in US.
Is it possible to get h1 transferred in India? I have US pay stubs of company A till mar 07. Will that be a problem ? Also, if its possible, then how much time would it take under the Premium Transfer category?
