is DV visa reserved if you have paid the DV fees

i have one question if any one in this forum has an answer:

if your case is pending for admin. processing for any reason(backgroung check, doc. verifications...etc), and you have paid the DV visa fees as required. my queation does the embassy reserve a visa number for you until the admin. procesing is over? or still 1st come 1st serve.
my openion is a vias number should be reserved, since the work is on their side and you can do thing at this stage.
any one has a firm information on this topic since my case is pending for admin process, and number of visas are issued at large scale towarad the end of the fiscal year.
 
What reason/details did they give you for putting your case under Admin Processing? I mean did they give you a reason like 221(g) or something? Did they tell you that you are under Admin Processing at the time of the Interview or sometime later?

Which country are you from? What is your religion? (I ask this question with regret -- it should not matter but it does -- look at what's happening in the world)

I'm not sure but I guess the case # isn't for nothing and if you are able to provide all the proof they need to be able to obtain the GC than IMO it should be going by number and not by the way KCC or USCIS recieved the paperwork...The numbers become current in a following order so that says enough to me. The people who don't have proof will not proceed so these numbers will be eleminated and the ext # will be up for a GC.

You are only describing the "up" and "down" cases. That still doesn't answer the question about someone in administrative processing, which is an UNDECIDED or pending case. In such case, no visa number is ordered until ALL requirements are satisfied, regardless of the sequence of NL case number being current. There is no reason to order visa number unless the applicant is determined to be eligible.
 
If your case is not finished
a) before September 30, 23:59:59
or
b) before all visas for your region are allocated

Game over, which means you lost your fees and the chance for the GC

Basically if your # comes current in August than you have no chance if the USCIS works slow if over loaded with work....or am I wrong. It doesn't sound fair o the people who paid their fees and are able to proof all things...
 
If you have all your paperwork in order, processing will be rather quickly so even getting current in August shouldn't be a problem. As long as there are still GC numbers available...
 
Thanks guys, I appreciate your contribution. I just feel if the delay from the counsler/embassy side the visa should be reserved. Otherwise a deliberate delay might be exercised for some nationalities.
