Is DHS still planning to fingerprint greencard holders when returning to the US?

Is DHS still planning to fingerprint greencard holders when returning to the US, either at airports or land border stations...
(the US VISIT program) They announced their intention to do this a year ago, but I haven't heard any update to this issue yet....

Just got back from Canada for Christmas and DHS did not fingerprint me at the airport. I'm a green card holder.
 
same here

I just returned from Europe via JFK in New York and there was no finger printing or picture taken. I never travelled with my new GC before. The guy swiped it, said "welcome home" and that was it.
