Is an LPR required to inform USCIS of change of address?

Pretty much the title! If it's required, what if the LP didn't inform USICS of the change of address, can they do it now? What if the LP is outside the US? Can this be done online?
 
Do you have a friend in the US whose address you can use? Otherwise, don't change until you move back. But, if you need the RP, you really ought to have at least a PO Box address in the US.
 
Elderly parent received their RP before leaving the US. After they left, their son in US moved to a new address. Someone else lives at the previous address in US that was used to apply and receive RP. The previous address is a rental apartment.

Should the elderly parent who is now overseas change his address online and update it to his son's new address?
