Is All H1 Petition by Lottery for FY2007

Hi,

I am a bit confused. Since April 1st being sunday, there would not have been any mail delivery, So April 2nd would be the 1st day of accepting peition. So does that mean that all peitions received for this year FY2007 are by lottery only?
Any thoughts would be appreciated.

CIS announced in advance that April 2 is the 1st day as April 1 is Sunday. So, there is no April 1 receipt.
It ended up that april 2 is the first day and also the last day, I guess all the application will be subject to random selection.
 
They also include the day after the final receipt date. So all applications received on the first day, April 2nd and the following day, April 3rd, are up for the lottery. This is pretty much ALL the applications :mad:
 
The normal rule is that all cases received on a day in which the visa numbers are exceeded are entered into a lottery. Obviously, all case received prior to that day are accepted and all received afterwards are rejected. However, this year is complicated for two reasons. Firstly, because April 1st was a Sunday, it was deemed that both March 31st and April 2nd would count as the first day of filing year. Secondly, the rules state that if the limit is reached on the first day of the year then the lottery has to include all cases from both the first and second days. Therefore, this year’s lottery will include all cases received on March 31st, April 2nd and April 3rd. Any cases received outside of these dates will be rejected. No cases will be automatically accepted – they will all be in the lottery.
