No... Indians are not eligible for DORA, but can apply through ZORA.. :D

I am kidding, if you live in texas, then I believe that you should be eligible. Just go to the local district office in TX, and ask the restrictions or submission guidelines.

I might be mistaken, but you have to live in the dallas district to be eligible. it is called dallas office for rapid adjustment for a reason.
 
Well, I live in longview which is closer to dallas. All out immigration papers do go to the mesquite service center in dallas. I guess I could be eligible
