Illegal in an european country

A friend of mine was illegally living in an european country for about 7 years. Does he have to provide police certificates from that country if he won the lottery? There aren't any official records of him in that european country.
 
I'm not a lawyer and I don't have a lot experience about this stuff, but I'm using common sense: the way I see it, your friend better shouldn't play the lottery. If he wins he would either have to provide a police certificate from this country with the possibility of getting into trouble when requesting that (in that country), or he can lie in the application for the greencard about where he was in those 7 years... if this ever comes out, he could be deported and banned from the US (even after many years).

His immigration status doesn't necessarily affect his ability to get a police certificate. Provided he has no criminal record, it should not be a problem for US immigration purposes. He should check the procedures for the specific country concerned. For some EU countries, the US embassy will obtain the certificate, while in most he would need to apply himself.

But what if being illegal is considered criminal act ?
 
it could be considered that, but if he was never arrested, cited, arraigned, convicted of it, etc., I don't see a problem.
