if parents give up green card voluntarily, can they get visitor visa

If my parents give up green card voluntarily because of inability to stay in US for more than 6 months, is it possible for them to get a visitor visa again? The issue is that they have already declared their intention to immigration while applying for green card. Now after giving up green card, they have demonstated their intention not to immigrate but I wonder if the visa officer takes note of it.
It will be great if someone can share their experiences

They're best off filing the I-407 surrendering the GC at the same time as they file a DS-156 requesting the visitor visa.

Your parents can visit US consulate/embassy and can fill up form I-407 and can surrender the GC and same time can apply for visitor visa. Good chances of getting visitor visa.
