If H1 denied,can I still use AP to come back

I have filed I131 and plan to go back and have H1 stamped on my passport. What if me H1 is denied, can I still come back to US using AP?

Denial of visa stamp means US consulate's clear intention not to let applicant to enter the US for some reason. Applicant may enter the US with AP, but it may not be where the intention of the US authority is..
